I feel like I'm missing something obvious in trying to actually train a good pokemon here. I know what IVs are but I'm not quite sure how I can see their values in any given stat. I keep seeing people list their pokemon's IVs like xx/xx/xx/xx/xx so I'm pretty sure you can find out for sure.

Any help here would be appreciated. Thanks.

IV is a stat like EV but is not dependant on your part. (mostly)

IV is what your stat will be higher by LV 100. It can range from 0-31.

This is why some pkmn of the same species can have different stats due to the IV ranges.

IV can be checked by leveling up a pkmn and not EV training it so it can be easier to measure.
Get a bunch of rare candies and level it to any desired level. The higher the level is, the more accurate the range is.

You can also breed for IVs but I'm not sure on the specifics and 2 of your IV stats will always be random

Is there an wasy way to understand the whole IV and EV training? I think i understand it but I at the same time I dont!!!? Oh and is it better to start with a hatch pokemon?

IVs are evil things that you will spend the rest of your life slaving to breed/SR.

This is the best explanation. :(

I just realized I never thanked you all for the replies so...

Thank you!

IVs really make the games a pain for me. I hate settling, and I hate having to soft reset. Throw natures and abilities into the mix, and I end up giving up in front of Snorlax in FireRed.

Anyway, it's popular for people not to bother so much with IVs and just focus on EVs instead, since you have control over it.

IV’s are Individual Values, that help determine its power. They vary from 0-31, in every stat. IV spreads kinda look like this HP/Atk/Def/Sp.A/Sp.D/Speed. Sometimes people put a "#+" (meaning that number or above) or "x" (meaning any number). For example, lets say there are 2 pokes, both have the same nature and been EV Trained exactly the same. One has 31 in Special Attack, while the other has a low number, like 14. The Pokemon with the higher IV in Sp.Atk will be more powerful. To find IV's, you have two choices. And IV battle, or using an Action Replay. First, we'll cover IV Battles. An IV battle is used to determine a Pokemon's IV's. This is done by going on WiFi, where all your pokes are boosted to Lv.100. Then you look at the stats of the Pokemon, while at Lv.100, and input them into an IV Calculator. This way, the IV's are correct. This is done so that you do not have to level bad pokes, and waste your valuable time. People usually do this, after they have hatched a few pokes, and need to check the IVs of them, since it is nearly impossible to check them while at Lv.1.
Now, for using an AR, here's what you do. Enter the code at the bottom into your AR. Next, turn on your DS, select the code, and continue loading the game. Have the Pokemon that you wish to check in your party (not required, but makes things faster). The next thing you do is press (X), then 'Pokemon'. Now highlight the Pokemon, but don't click it's summary. While holding 'START' and 'SELECT', click the Pokemon (getting to the Summary). You should see a screen that is similar to an egg screen. Now, exit the Summary, and the 'Pokemon' menu, and go down to your 'Bag'. Now, find your TM's pocket. The IV's of the Pokemon are in this order: HP/Attack/Defense/Speed/Special Attack/Special Defense.

In adition to everything else the other users are saying, in Platinum there's a person in the Battle Frontier with the same function as the Legendary Top Pokémon Breeder of Emerald. He is located near of the PC in the Battle Tower facility, and he says two phrases, each one related to the IV's of the Pokémon you selected, both the total sum and the highest IV.

Sum of the IV's:
-"This Pokémon's potential is decent all around" (0-90).
-"This Pokémon's potential is above average overall" (91-120).
-"This Pokémon has relatively superior potential overall" (121-150).
-"This Pokémon has outstanding potential overall" (150-186).

Highest IV:
-"It's rather decent in that regard" (0-15).
-"It's very good in that regard" (16-25).
-"It's fantastic in that regard" (26-30).
-"It can't be better in that regard" (31).

Note: If the Pokémon has more than one IV as its highest, he will choose any of them at random.

Well, combine that with the little tidbits given in the menu screen like "Alert to sounds" and you practically know that it is either the highest or lowest.
