Japanese Spring Battle Carnival brings new promo: New Pokémon Tool card: Palace Belt

At the Spring Battle Carnival 2012, a TCG tournament currently going on in Japan, a new promotional card will be handed out to the winners of the Open Battle League Tournament side event. This promotional card, Palace Belt, numbered 153/BW-P, is a Pokémon Tool card.
