Jirachi help, yet another Yahoo Auctions type of deal.

As I mentioned before in another topic I am trying to get legitimate legendaries and in the process I have found the best luck on Yahoo Auctions of Japan. In my search for Jirachi, I have seen this as of late.

I am curious as to what the seller is actually trying to sell: Is he selling a game with Jirachi on it? Is he giving away some kind of ticker? Perhaps he is selling the fact that for the price he is offering, if you ship your cart out to him, he will load Jirachi on it for you?

Any help would be appreciated.
 
The latter two, it seems. But why go to all that trouble? You might, for example, never see your cartridge ever again. He is, however, also offering to send over the Jirachi by Wi-Fi.
 
I really appreciate your help, thanks. Yeah 2,500 yen is a bit much just for that (considering it's not an actual item as the Serebii Colosseum Bonus Disc is) and again I am very concerned about legitimacy. I am not really a big fan of using the Wi-fi function either.
