Um...What? From what little of that I could understand, you're asking if it's possible to get a shiny Jirachi?

At the very least, there's a shiny sprite for it in the game's coding. I'm not really sure if it's possible to get a shiny Event Pokemon unless it was supposed to be shiny to begin with, such as the VGC 09 Milotic.

Though, keep in mind that the odds of any individual Pokemon in GenIII or IV being shiny is only around .01% (According to Bulbapedia), so the chances of encountering a legit, randomly-shiny Event Pokemon like Jirachi would be very, very low.

As far as I know most events can't be shiny, not sure if this is only for Gen IV or not but the only events (supposedly) you can get as shinies are those that aren't sent straight to your game (such as Fullmoon Island Darkrai and Flower Paradise Shaymin).

I don't think there's ever been an event for specifically shiny legendary.. (Even less event-exclusives like Jirachi.)

So far the only shiny events I know of are that one Milotic, Shokotan's Pichu (I prefer that name over Pikachu-colored XD ALL shiny Pichus are technically "pikachu-colored") and curiously a Zigsagoon... Two of these seem to serve a specific purpose, Shokotan's Pichu unlocks the Notched-ear Pichu event and I think Zigsagoon could fix the berry glitch in RS.
There could be more that I don't know of, of course XD
When looking for events I'd rather look for exclusive Pokèmon like Mew and such, not Zigsagoons and Milotics (though I DO have the Pichu XD)

A friend of mine did, I think. I lent them my copy of Channel for a week, they completed it, got Jirachi, and it was a shiny. So ether they cheated and were lying (which I guess is kind-of likely as this happened when EVERYONE in my school began using Action Replays), or they really did, per chance, get a shiny.

I've seen shiny Wshmkr jirachis that come from the bonus disc for XD. I got one in a trade that checks out as legit. I guess it is possable.

No event Pokémon given directly to you can be shiny. If an item like the Member's Card is obtained it is possible for it to be shiny.
