Judges in Gym Battles

It's kind of weird that some Gyms had judges, some did not. For example, neither Blaine nor Giovanni had judges, Flannery didn't have a judge in the three days prior to meeting Ash (and she did accept a challenger during that time, but the challenger had apparently lost), and there's no indication that Misty employs a judge (though Daisy could be one, it might not fit her personality).

Nearly every other Gym Leader I could think of employed a judge, due to the fact that they employed students (Roxanne, Chuck, Maylene), assistants (Brawly, Wattson), family or similar (Clair, Flannery, Norman, Whitney), or old friends (Pryce).

So how important do you think judges are to Gym Battles? Do you think that it is more legitimate in winning in a Gym without judges or winning in a Gym with judges? Could there be an arc in which Ash (and perhaps the Gym Leader) has to overcome a crooked judge?
 
You should watch "Judgement Day" which was a pretty good filler. It details how there are many people who study to be Pokemon judges in the world and they presumedly go off to work at Gyms.
