Just a really quick question...

I realise that this question is going to sound really stupid, but I cannot find the answer to it anywhere.

Basically, I want a Cloyster with the move Toxic Spikes. It says on the Bulbapedia page (as well as everywhere) that Cloyster starts with this move. Shellder does not, so I assumed that this meant that Cloyster will learn the move upon evolution. However, I found out that this is not the case either.

Basically, my question is how can an evolved pokemon learn its "Start" moves?
