Not stupid government...that's singular...but stupid governments, plural. How does a land-locked nation become a flag of convenience for ships recognized by international maritime authorities?
 
I rather agree. Ships registrations in countries that do not own ports is a bad joke.
 
Because they want to reconquer the Great Khanate, duh.

More seriously, I think the issue is mongolian ships being used by third parties to transport WMDs.
 
Well, it depends whether you consider slaughtering entire cities and piling skulls outside them as a crime against mankind or as artistic expression, I guess.
