Legendary beast catching

I guess this question isn't simple enough to be posted in the Simple Questions topic. Let me just apologize in advance if I've got it wrong.

So, in my copy of LeafGreen, I'm trying to encounter Raikou. I've done everything required, gotten my name in the Hall of Fame and obtained the National Dex and all, and the spot I'm using for the hunt is Route 7 just outside of Celadon, because it's small with no more than one mediocre-sized patch of grass (and also because it's where I happened upon Entei in my last file playthrough). Or would my chances increase if I went to a route with lots of grass?
I've been using Super Repels, with no one on my team but a level-44 Wigglytuff (I'm not intending to fight, I've saved my Master Ball for this), then running through the grass all around for a few seconds, then entering the Underground Path building, then coming back out and repeating the process until my Super Repel runs out.
I've been doing this over and over, until I've used up over 50 Super Repels... and I can get two to three "grass runs" per use. That means I've gone through somewhere between 100-150 tries.
It seems to me that the chances of my having bumped into Raikou would be in my favor. I'm pretty sure I should have encountered it by now, anything I'm doing wrong? Maybe I'm not running in the grass long enough?
 
Do you have a Raikou you can trade over to your game so that you can register its location in your Pokedex? That helps quite a bit.

Also, have you completed the Ruby/Sapphire Sevii Islands quest... at least to the point of sending Lorelei back to the Elite 4? I recently ran through the game again in order to catch a Raikou with the OT name as "Andrew" (since I've already got the other two beasts under that OT name), and I found he didn't start roaming the grasses until after I'd also completed that part of the game.

I'm not sure if you need to do the whole thing, or just the bit with Lorelei... but I can tell you Raikou didn't show up roaming Kanto until after (I had him registered in the Pokedex already, from another Raikou I'd traded over).

Unfortunately, no... well, maybe. I have a friend who has FR/LG, but I somehow doubt he's caught any of the legendary beasts.
