Yes, it is possible to obtain (semi-) legitimately. I am not looking to trade for a hacked one.

Method:
Pomeg glitch - Bulbapedia, the community-driven Pokémon encyclopedia
Preform the 'battling with an egg' sub-glitch, then transfer the pokémon up to GenVI.

The pomeg berry needs trading from Ruby/Sapphire/Emerald over to Fire Red/Leaf Green to work. (Ooh, pretty colours! :X3:)
Dragonair can be fished in the safari with a super rod.

I would like the Dragonite to have dragon dance, which is an egg move when the father is Altaria, Gyarados, or the Horsea family.

For all this hassle, I can trade:
  • A pokébank opening event Celebi with 31 HP, special attack, and speed IVs, the ability natural cure, and the nature sassy (+SpDef, -Speed), inside a luxury ball.
  • A shiny female Magikarp with 31 IVs in all stats but special attack, the ability swift swim, and the nature calm (+SpDef, -Attack), inside a standard pokéball.
