Since you did not specify, any legend can be battled just like any pokemon. If you meant competitively, it would depend on what rules you are going by. If it is an official tournament, they usually state which legends are banned.

If you mean Battle tower, then the "main"(Mewtwo, Lugia, Groudon, Jirachi, etc.) are banned. All of the legendary trios and the Lati@s are usable.

I think Azelf and Dialga/Palkia is in Uber.... not sure though. If it is in the Uber category, you can't use them is competitive battles.
