Looking for this bad penquin? I don't have much because I just started butt I love this water type!
 
So far the only hidden ability starters have been via events and they were always male (i.e. no breeding them), and furthermore the Sinnoh starter events were exclusive to Japan and Korea.

In other words, legit ones are a tough thing to find.

(* - "Defiant", not "deviant". F and V keys are right next to each other....)
 
I can give you a hacked one if you want one really bad and don't care whether it's a legit or not.
