First of all, t's not considered a type of hacking. RNGing is simply turning on the game at a certain date and time to get desired characteristics in a Pokémon. There is a computer software that generates a certain time, and once you play the game at that time, you get the Pokémon you wanted! RNGed Pokémon are legal in all battles, and Nintendo doesn't care. It was just a little secret that they didn't really want us to know.
