Looking for help.. Can't find 5th gym leader in Pearl.

Well i have looked at other posts and they havn't help me at all.

One told me to go to Pastroia City and go to the marsh and get the Defog (hm05) and then talk to the Galactic dude, they said im suposed to chace him but he just says,,,

"Grr... The package hasn't arrived from the Vielstone warehouse yet. I have to wait here until then? I'm going batty from this wait. Oh, man, I wish i could do somthing that involved axplosives! Yup, this is going to be a smashing job for team Galactic." - Galactic dude.

I'm not sure if i missed anything,,, but I'm pretty sure i didn't. I would really appreciate it if you could help.. :D

Go to Celestic Town, do the Galactic stuff, THEN try.
 
i've tryed to go there but the phyducks are in the way and i don't have boulder smash....

i think i did miss sumthing... O.O
