Lv. 22 Eevee? Wat.

Am I doing something wrong here? I'm trying to make her into an Espeon, but she keeps leveling up and nothing. I take her to the hair dresser, give her stuff, talk to her every other step... D: I put this in this forum, since the game I'm doing it in is Soul Silver. Feel free to move if misplaced.
