It's not like the idea is at all original. No one cares about fan-made sprite towns; if I were to make one, no one would care, the only thing they'd see of it would be a blur as they scroll past it on thir way to post theirs in the hopes of someone telling them that they've done a super-good job on making something so 'artistic'.
So tell me why something completely unoriginal that requires no talent or artistic skill should be in the art section of any forum.

People who make sprite towns just take the good art of talented people who do get paid to do it and take out the 'good', the 'art', and the 'talented' bits, just so they can feel validated that they at least have one artistic bone in their body (when in fact, it's just laziness).

...So you're saying spriters are lazy, steal talented art from sprite staff, and have zero artistic bones in their body.
And then you say it's the only thing that makes us feel validated about it.
