Marley not a Lolita?

Several times on the Lolita comms on LJ, when the topic of Marley comes up, it's been mentioned the creators said she's not wearing Lolita fashion and they never intended to give that impression. Since it's on her page in the pedia, and no one in the comms gives me a source when I ask, does anyone know when/where this is said, at all?
 
I've never heard that comment before so to be honest, I kind-of doubt they're telling the truth, or they think something someone said was an official statement, but her outfit is defiantly based on Gothic Lolita. I'm not an expert on the fashion but I know a fair bit about the styles and the norms of the outfits.

I doubt it would be a coincidence, and in doing a Google search I can't find any statement from an official source saying she is or isn't wearing Gothic Lolita.

I mean seriously, who can deny it? :

She isn't necessarily a gothic lolita.
If you consider the term, a gothic lolita is a lolita who dresses in a "gothic" manner. However, in victorian society, as well as most non-japanese societies, i'm sure people who dress with the same "gothic" fashion but arn't called lolitas despite being similarly aged to the japanese girls who practise this.
It's possible that the creators made the character and based it on original victorians. however, I think it's more likely that they are just trying to avoid suggesting that a pokémon character is sexually precocious by removing the word lolita.
