This is the natural progression of Game Freak adding new forms to new legendaries between games within the same generation--now we get Mega Evolutions of Pokemon not yet released.
As for where Mega Diancie is, the official site (can't remember if English or Japanese) mentioned that you simply transfer the movie Diancie you get from XY to ORAS and it triggers an event.
So basically: No in-game explanation of where Diancie came from.
