It should be in RSE as well, somewhere, though FR is your best chance, since we have the location it's in on the Pedia page. It's also attached to wild Magnemite, so head to New Mauville and use Thief with a high-level Kecleon often. That's one of its starting moves, so you'll need to use a Heart Scale in Fallarbor to get it, even if you hatch it, or teach it via TM... Though then you'd never be able to get another Thief TM.
And since Kecleon's ability changes it to Electric if an Electric move is used on it, it'll become resistant by the second turn, likely.
