Misdreavus / Mismagius advice.

So I want to capture the 3 lake pokemon of Sinnoh. I did a bit of checking and decided I'd just level up my Misdreavus (with Mean Look) up enough that it can lock off the escape routes before Mesprit or the others can flee.

Mismagius seems to have a higher speed stat, so I was thinking of just evolving it now (level 28) and continuing to level it as a Magius.

However my research also seemed to show that once it becomes a Magius, it stops learning new moves.


So here's my two questions:

1.) Can I give Mismagius the moves Misdreavus learns using Heart Scales? Or do I need to do it old-school style and just level it up manually to the level I want?

2.) When evolutions occur, are stats retroactively changed to reflect this?

For example, if Pokemon X had a speed of 75 at level 50, but its evolution Y had a speed of 100 at the same level, when I evolved it would the speed jump to 100? Or remain at 75?

For your first question...No, you can't have Mismagius learn the moves Misdreavus would have learned via Heart Scales. Heart Scales only work on the stage at which the Pokemon is when the Heart Scale is used.

In your example for question 2, I'm quite sure you'll have no problem. Pokemon X will have a SPD of 100 upon evolving into Pokemon Y at level 50.
 
I used a Wobbuffet for the runners. Shadow Tag prevents escape, so no need for good speed with the Mean Look. Unlike a ghost, it is also more resistant to psychic attacks. If you use Wob though, be sure to have something fast with, say, False Swipe or something whittle it down before going in (I actually got them down to good HP levels with Wob, but YMMV).

I usually raise Wob from Wynaut so it has encore, giving you a few turns to pull this off.
