Why didn't Misty appear in Home is Where the Start Is to celebrate Ash's victory of the Battle Frontier? She celebrated Ash's effort in the Hoenn League.

She was probably busy. She doesn't appear at Pallet in the last episode of BW either when Ash returns there.

Misty's last appearance from AG134 to SM was a 12 year gap in real life. I remember back then people thought Misty would never physically show up outside of flashbacks because she hadn't appeared in over a decade and 3 series. It's the same reason Misty never met Dawn, Iris and Serena because she was absent for the entire middle section of the anime.
