Misty's Starmie's hovering capabilities.

In the 33rd Indigo League episode "The Flame Pokémon-athon!" Misty's Starmie was seen using a strange hovering ability to speedily travel across land.

Bulbapedia talks about a "second star" for this Pokemon's special abilities (I can't see where that is). However it also says it is only able to do so for short periods at a time.

Bulbapedia page for Starmie: -> special abilities It uses its second star to propel itself through the water and even to launch out of the water and fly through the air for short periods of time. This also allows it use attacks like Rapid Spin.
Starmie does not have the "Levitate" ability in the games but rather has "Illuminate or Natural Cure."

Any ideas for how Starmie was able to pull this maneuver off? And for nearly the whole race?
 
Staryu and Starmie also levitate in Pokémon snap. They probably have good sensors and just feel the earthquake anyway.
 
Starmie has psychic powers which would let it hover around for a bit. I wouldn't think too hard about stuff the anime does that doesn't make sense.

The second star it's refering to is on the back of Starmie. Try to imagine it as though there were two stars on top of one another. The main body part with the jewel can stay still while the back part spins around like a propeller.

But honestly... it's easier to say it moves via psychic powers. That or it is simply Rapid Spinning constantly.
 
Yeah, in comparison to Pokémon like Geodude randomly floating, this doesn't seem to be much of an issue... XD

But I will point out that Misty flies around on her Starmie in Adventures/Special.
