Mom and Daughter combo shows up in multiple movies; who are they?

So, my wife and I are currently watching all the Movies again, and I've noticed something weird.
It started with M13 (Zoroark) and it's purple-haired Boccer fan. When she first came on-screen, I thought she might be a grown-up version of Casey (the Electabuzz fan), so I paused the movie and cross-referenced it in Chronicles. (It wasn't her, but nevermind.) In the frame where I paused, there are two background characters: A woman in a blue dress with brown hair, and a little girl with spiky orange-brown pigtails, a yellow dress, and red stockings.
Well, we watched the rest of the movie, and (since we're watching them in no real order) started up M8 (Lucario), and there they were again - the mom this time reading the story of Sir Aaron to the daughter at the end of the intro sequence.
It wasn't until M14, right after Satoshi's Oshawott beats that Emboar, and he runs right by the two of them that I realized just how often these recurring 'extras' were.
Now keeping an eye out for them, I spotted them in M10 (Darkrai) during the opening credits, purchasing cotton candy, and in M12 (Arceus) during the end credits, where the walk on as a train goes by them.

(I haven't seen them in any of the other movies, but since I wasn't deliberately looking I may have missed them.)

Who are these two? My wife thought maybe they were an animator's wife & child, until I pointed out that the girl's not getting any older. (Well, I guess nobody else does, either...)

They're more than likely just extras who have been recycled. A lot of faces have been re-used throughout the anime series too.
 
Wow, this is cool! I never noticed them, and now its got me curious. Thanks for sharing this! I'm guessing the animators would like to find this thread and laugh about how the fans finally noticed :p.

Faces and hair styles get recycled in the series, but the series and the movies have totally different production values. These two have the exact same design, and have been in at least the five movies I pointed out. Plus, they're always shown completely, even if it's only for a few seconds.
 
The mother looks pretty, especially in that first shot. :)

They probably are just easter eggs or extras, though I dunno what they are referencing. Wouldn't be surprised if there were more recurrences like this.
 
Actual answer: It's a very well known intentional easter egg that's been referenced a dozen times on shows like Pokemon Smash and various movie trailers/documentaries. They first appeared in movie 8, and I think they've been in every movie since.

The guy who sells Dawn the Lunar Wing in Darkrai, incidentally, is Bogii, who also sold May the Wishing Star in Jirachi.

I'm just going to point out the Dogasu has three pages on recycled character designs (Male, Female, Others). There's also a page on it in Pokesho.

I know they're used more than once; that's what this thread is about. I want to know why they are.
Most of the character designs that are repeated have variations to them, but these two are exactly the same; there's even more shots of them on that link you provided. Plus, they have a name, it seems. Thank you for that.

I'm going with Adamant's answer on this. It's probably just an Easter egg for the fans to find. Also, Rohta (Rota) is the name of the city in movie 8 (where they first appeared).
 
Yeah, I am aware of those characters. They are like the recurring characters but in the movie world =P

I spotted the similarity when I watched M11 for the first time. I think they add those two as a lucky charm or something like that, who knows.

Not to mention, they've been seen in the same outfit for 7 years.
 
TBH this actually creeps me out o_0 Seeing all these caps,especially the last one, makes it look like they're ghosts stalking Ash xD Anyone get a grudge vibe from them?

They looked innocent enough the first few times, but now I see them as dark forces who make sure that something goes terribly wrong exactly in time for Ash to struggle with the consequences. I'd imagine that aside from taking pleasure in Ash's hardships, they also get a large chunk of the movie ticket sales.
 
Or it's the consequence of all of Ash's damn time travel in every movie creating dozens of clone families.
 
...Yet another example of how nobody ever gets older in the series (though IMO Satoshi seemed to get younger at the start of Best Wishes...).
I wonder if they are good-luck charms, or something. It seems like deliberate effort was put into their appearances, since they're recycled characters and not just character designs...
Or maybe they have a lot of vacation properties...?
They're in Darkrai and Victini twice, actually, but I still can't find them in Ranger or Shaymin.
