Also, where can I get the tm for a Sleep causing move?

I'm not sure if there are any sleep-causing TMs. There's Secret Power, but that's not ideal...

Yes, it's Fuchsia. Just to make sure, he's there only in FRLG, though. (You didn't specify whether you were playing RBY, GSC or FRLG.)
