How do you get a moving avatar? I have seen people that have them, but whenever I try to get one it doesn't work. Thanks!

What exactly do you mean? Eg. does it not load - the maximum size of an avatar is 120 x 120 pixels or 120 KB, anything larger won't be accepted

Maximum size for an animated avatar (.gifs) is 120 x 120 and 120 KB as Misty mentioned. Anything larger will be scaled down to fit the limitation and lose its animation in the process.
This also applies to transparent images, except they're just based on size and not KB. If the size of your image is larger than 120 x 120, the site will scale it down. In the case of transparent images, the image will also lose its transparency.

You can use a gif editing tool to reduce the number of frames. My gif software (gif movie gear) has the ability to "trim" every number of frames... If it trims every second frame, I find it doesnt lose it's animation quality, but it does lose half it's file size.

As for picture size... Like wise, most gif software has the ability to shrink the size of the frames. Shrinking frame size will also reduce file size. At it's original size, my avatar was about 8mb... It's 89.4kb now.
