Um today I was walking to Violet from Ecruteak and Sudowoodo was back again....has this happened to anyone else?

Who Replied?Um today I was walking to Violet from Ecruteak and Sudowoodo was back again....has this happened to anyone else?
Did you beat Lance? It seems all the legendaries respawn if you don't catch them. I caught Sudowoodo so I haven't seen it appear again, but I didn't catch the Red Gyrados and it did respawn.
This goes for the roaming dogs and Latios/Latias as well along with any other legendary.
