Okay, well I'm at Stormy Sea and have lost the HM Dive.

Is there anything I can do to get it back?
 
It respawns in the Solar Cave. Ludicolo tells you this before he gives it to you.
 
Whops, I was thinking of Lombre who brought up the Stormy Sea thing in the first place.
 
Dive is available in Solar Cave, though you need a key to get it, I believe. (Either that, or Dive... and the floor number escapes me right now. rorry.)
