My Budew won't evolve.

It is 3 pm my time, my Budew is level 15 and is holding a soothe bell. I have walked 30,050 steps. Am I missing something or shall I run some more?
 
Make it battle and evolve to lvl 16. If it's max happiness it should evolve into Roselia once it reaches the next level, here being 16.
 
I have done that. I save every time before I level him up. I evolved him to 16 and he did not evolve. Will it really require more than 30,000 steps with a soothe bell?

An easier way to check is just to go to the happiness checker on the Pokétch and see how many hearts your Budew has. If it doesn't have altleast 2, it won't evolve.
 
i dunno, but to get a friggin golbat to evolve, i just had to walk...and walk.... i just evolved it 5 minutes ago. i am now a proud owner of a... weird round thing with bat wings...

It has 2 hearts, but they are small hearts. Some of my pokemon have two big hearts. Will it only evolve when both are big?

Yes, it needs two big hearts. I suggest giving it berries, poffins, walking some more, leveling it up, or giving it vitamins (like Protean, Iron, Calcium...)
 
Two small hearts might be enough. The amount of happiness it needs is somewhere in the middle of the two small hearts range; two big hearts is max. happiness and will definitely be enough. Have you given it the massages in Veilstone and the Ribbon Syndicate? Otherwise, just keep biking!
 
Woo! I have a Roselia! It only took 42,204 steps and 6 level ups. lol how rediculous. Oh well. Thanks all
 
I've had the same problem when I was trying to get an Espeon. I fed it alot of Poffins and tried walking around alot.... even from Twinleaf all the way to Veilstone. It only needed two small hearts to evolve it though, and it didn't take very long to get it there either. I think it just depends on whatever Pokemon you catch.

The first time I played Platinum, I was able to evolve Budew into a Roselia at lv. 20, but the second time I played it didn't evolve until at lv. 25....and I did basically the same exact things that I was doing to raise it's happiness and levels to get it to evolve.

Walking around with a soothebell and levelling are nice but poffins and ev berries are better (though the berries are better before it ever battles). Of course there are times when you can't access those yet, I had the same problem when my roserade was still a budew and I hadn't gotten far enough to get either of those things so I feel your pain.
