Ok this my first time doing this and before I say anything I have 3 Teams worth of competitive pokemon and I like to mix and match them from time to time so I will use the team that I feel the most comfortable with. For Mega Scizor, I focus it on being a more Defensive Wall than an Offensive Sweeper, due to Life Orb & Choice Band being better options for damage.
I personally run my own set for Mega Scizor.

Scizor @ Scizorite
Nature: Impish / Adamant
Ability: Technician
EV's: 252 Hp / 192 Def / 64 Spe
~Swords Dance
~Roost
~Bullet Punch
~Bug Bite

You take physical hits pretty dam well and can just heal it off w/ roost. Swords Dance to cover your attack and start a sweep.
64 to outspeed base 80 mons w/ little invesment in speed. Adamant or Impish Nature, either works fine. (I prefer Impish)

Porygon2 @ Evolite
Nature: Bold
Ability:Trace
EV's: 252 Hp / 180 Def / 76 SpD
~Toxic
~Discharge
~Ice Beam
~Recover

I would fous on Porrgon 2 on being a Physical Wall but it can certainly be a Special Wall.
Discharge and Ice Beam is perfect coverage and so, you don't need Tri-Attack or Shadow Ball. Discharge over thunderbolt due to the 30% change to paralyze. Toxic for Stall War.
I would recommend PP maxing all moves X-Cept Toxic on this 1.

Meowstic @ Light Clay (I hope its Male Sir!)
Nature: Bold
Ability: Prankster
EV's: 252 Hp / 108 Def / 148 SpD
~Reflect
~Light Screen
~Thunderwave / Yawn
~Psyshock / Physchic

You don't speed investment or a speed boosting nature, if you got the prankster Ability.
T-Wave over Toxic cuz you always wanna leave them a present when you leave. ;) (opportunity to set-up and / or get an avenge kill w/ T-Wave.)
You can also use Yawn over Toxic to force switching. (I know some who does ._. and its so dam annoying) T-Wave or Yawn, not Toxic.
Bold Nature and 108 Def / 148 SpD to evenly spread the defenses.

Final quotes~
-As for the other, I don't really use them quite often so I wouldn't know how to build them.
-Make sure you got set-up sweepers when using dual screens, otherwise, the screens would be useless. Gyrados and Zard-X makes great partners.

Actually BoltBeam is not perfect, Mamoswine, Magnezone, Lanturn, Rotom-Heat, Rotom-Frost, and Lightningrod Seaking all wall BoltBeam. Out of those, only Mamoswine, Magnezone, Rotom-H, and occasionally Lanturn are relevant, so you could run Shadow Ball to get a neutral hit on all of them or Tri Attack to have a STAB vs all but Magnezone.
