its in emerald right now but i plan of moving it to daimond soon

Use Calcium or battle a bunch of Roselia and other Pokemon which yield SAtk EVs.

Gyarados' base Special Attack is crap, anyway. What purpose do you have in mind that raising it will cure?

i want to raise its special attack so that its hydro pump, ice beam, and flamthrower are more effective

But why would you want to? I mean, even at max SpAtk it's still pretty pitiful (hell, leaving gyarados' attack untouched completely with a neutral nature is already more than a maxed out SpAtk...)

i know that but my gyarados has really good special attacks so i want it to have at least a decent special attack

And those really good special attacks become really bad in its hands when you can be spending time training it in everytihng else (seriously, Bulky Gyarados EV trains in more stats than any other Pokemon)

Here's a hint. Change the moves. Gyarados's Special Attack is nowhere near comparable with its Attack. Screw Ice Beam. Ice Fang does more and it's got tons less power.
