Jolteon: Thunderbolt, Baton Pass, Substitute, Agility (Volt Absorb) -Calm- *King's Rock*
Scizor: X-Scissor, Metal Claw, Aerial Ace, Swords Dance (Swarm) -Relaxed- *Zoom Lens*

So, i need some opinions on this matter and constructive criticism is most appreciated.

I really don't think that SubAgiliPass will be a successful strategy on Jolteon, given how frail it is. Not only that, Zapdos does that job better; you're better off with a sweeper-ish Jolteon:

The main strategy is to use Substitute to avoid any status, as well as get the Petaya Berry boost. Thunderbolt/Thunder will be your main move, and Hidden Power Ice/Grass is there for any Ground types or special walls that will set up on you. If you cannot get a decent Hidden Power, Shadow Ball will do just fine. For the last move, you can go with Baton Pass to pass your Sub and/or berry boost to another Pokémon, another attack for more coverage, or Fake Tears as a pseudo-Nasty Plot.

I'm guessing you're aiming for a SDScizor however, you have little coverage and will be walled most of the time, especially by Heatran and Zapdos.

A Life Orb'd Technician'd Swords Dance'd priority move coming a base 130 Atk Pokémon will hurt, which is why PriorityScizor is so popular. X-Scissor is your main STAB move, and Brick Break will be your answer to any Steel Pokémon. If you have Platinum, consider getting Bullet Punch and Superpower on Scizor, as it makes it even deadlier.

This looks pretty fine, although you may want to consider a better item (Choice Band, Life Orb, etc.), a better nature (Adamant, Impish, Jolly).

Seeing as you already have Jolteon as a special sweeper, as well as the amount of you team that can benefit from the rain, you may want to make Lapras either a bulky Rain Dance'r, or a tankish attacker:

You can set up a Rain Dance that can help weaken any Fire attacks aimed at your Scizor, Metagross, or Skarmory. In addition, your Jolteon can run Thunder for more power. The three attacks provide great coverage, only being walled by Lanturn and Shedinja.

Another strategy is to pump up Lapras's defenses and use a RestTalk set. This is useful for absorbing statuses which may cripple your team.

You have better option for Skarmory than Steel Wing and Night Slash. It excells best when used as a physical wall:

Come in on a physical attacker and proceed to set up Stealth Rock/Spikes, then phaze you opponent which will cause their Pokémon to take damage from the entry hazards. Roost is for recovery, as well as to ofset the recoil from Brave Bird, if you choose to use it.

Umbreon: Payback, Rest, Toxic, Moonlight (Synchronize) -Adamant- *Lagging Tail*
Why do you have both Rest and Moonlight? You're fine with just one, and leave the extra slot for support, such as Yawn (more phazing), Curse (to boost Def and potentialy sweep you opponent's team), or Protect (to gain more HP from Leftovers, which is infinitely better than Lagging Tail, as well as rack up more damage from Toxic). You may also want a careful nature, so you can take special hits as well.

I've followed some of your instructions. I was looking deeper into the team and you were right. I needed some help with Lapras, because i wasn't sure about the moveset. Good advices. The only thing missing would be the natures and trying my team against someone. I'm getting PBR :)
