Do all legendary pokemon live in those mysterious rings in ORAS? All of them have one legendary pokemon to catch. The rings are located in places that the legendary pokemon represent. For example, the ring where lugia is in is at the bottom of sea mauville, which is flooded with water.
 
I personally think it relates to Hoopa and it's ring-based abilities creating portals to other realities, meaning these legendaries are coming out of various different dimensions.

Yeah, that's the theory that most people, including me, seem to believe.

It's pretty much confirmed those Rings are by Hoopa teleporting the Legends...

Oh yeah, forgot about the movie. I'm not that much into the anime.
 
The legendaries don't live inside the portals. Portals are doors, not rooms. The portals are scattered in random places, actually. Kyurem's portal is in the volcano, when it's an Ice type. Ho-Oh's portal is in Sea Mauville's roof, when it is a fire-type and spiritual enough to warrant a Mt. Pyre portal instead.
 
I don't like the rings. It feels like GF ran out of ideas or time and couldn't make a proper dungeon fitting the Pokemon. Instead, it's just a room with a portal. There is no puzzle or anything.

No, what I meant by puzzle was something to do in the game. Well, the portals themselves are a puzzle, that's right. But I was more expecting a dungeon or some other kind of gameplay.
 
I was finally able to find time to encounter one of the "rings" in the games when approaching Azelf, and the animation that you get before the initial Pokémon encounter is rather interesting. It's as if the ring is being thrown from somewhere off-screen, and if you play close attention, it's just a hollow ring without the swirly portal. The swirly portal doesn't appear until it positions itself horizontally, just as it's "dumping" the Legendary 'mon out of the portal. The animation of the rings being "thrown" from somewhere is a big clue to me that Hoopa's the culprit, other than the other obvious stuff. I just about bet that whatever event we get in order to obtain Hoopa, it's going to have connections with the Mirage Spots that we visit in-game.

The only in-game event Hoopa has involves getting the Prison's Bottle when Hoopa is already in the player's team, and no mention of the Mirage Spots is made. Hoopa will obviously be downloaded directly as part of the movie promotion.

More like they wanted to cram in tons of legendaries into the game but they didn't have the time to make proper dungeons. Considering the ridiculous amount of legendaries that are in ORAS I wasn't expecting much out of the Mirage Spots, the real issue is why they saw fit to put so many legendaries in one game.
 
It'd be really cool if we could get some kind of Hoopa event focusing on that, instead of just getting it from the delivery person. A story driven one like the ones from Gen IV (time travel w/Celebi, Sinjoh Ruins, etc.). It feels a kinda empty to me without that.

It does, but that's on par with all the events since Generation V.

That still doesn't justify it. The legendary distribution is so lopsided between the two sets of games, XY only has a handful of legendaries in the game and could definitely have afforded to add more. If they wanted all of the legendaries to be available then it would've been smarter to put more legendaries in XY.

Of course. But they may have changed their plans after XY's release, or they just didn't care about XY's post-game content due to a misguided belief that the new features were enough. The inclusion of Mega Latias and Latios in XY's coding may imply that they were considering Soaring (and thus Mirage Spots) for XY.
