This can include moves on specific Pokemon. And useless just doesn't have to mean moves that won't do anything, but also moves that would have you going "Why?".
 
I'll start. Golurk with Stomping Tantrum. It has No Guard, and so Stomping Tantrum would just... never get the boost.
