First of all, a LOT of these like Steelix just aint' found in the wild. You need to evolve them. Here's a guide on

http://bulbapedia.bulbagarden.net/wiki/Version-exclusive_Pokémon

Growlithe and Arcanine, Elekid and Electabuzz, Scyther and Scizor, Shellder and Cloyster are exclusive to FireRed. The Polis can be found fishing with the
Super Rod near Pallet Town or several other bodies of water.

Tauros, Chansey and Kangaskhan are in the Kanto Safari Zone and VERY difficult to find and catch. Dratini is also there and needs to be evolved for Dragonite.

Lickitung and Mr. Mime are trades with NPCs. Mime is on Route 2 near Diglett's Tunnel. Not sure where Lickitung is, but I want to say it's in one of the outlook houses. Jynx is a trade for Poliwhirl in Cerulean City.

Magmar's in on Cinnabar Island in LeafGreen.

Feraligatr is obtained through Colosseum or finishing the Hoenndex on Emerald and evolving Totodile.

Hoothoot and Noctowl are in Colosseum.

Togepi and Togetic are obtained from an egg in the Sevii Islands.

Mareep is in the Emerald Safari Zone.

Sudowoodo is at the Battle Frontier.

I THINK Sunkern in in the Sevii Islands.

Wooper is in the Sevii Islands, but only in FireRed.

Murkrow is FireRed and Colosseum only.

Slowking is evolved from Slowpoke.

Misdreavus is in the Sevii Islands.

Pineco and Forretress are in the bug forest of the Sevii Islands, I think.

Not sure about Dunsparce or Gligar.

You have to evolve Steelix from Onix.

Snubbull and Granbull are in Colosseum.

Quilfish is in the Sevii Islands.

Shuckle is Colosseum only.

Teddiursa is Emerald Safari Zone.

Delibird is in the Icecave of the Sevii Islands.

Mantine is in the Sevii Islands.

Houndoom must be evolved from Houndour.

Porygon2 is evolved from Porygon.

Stantler is in Emerald Safari Zone.

Hitmontop is evolved from Tyrogue.

Miltank's in Colosseum.

Just a heads up, anything in Colo can also be obtained in FRLG. Anyways....

No, there are definately some missing Pokemon Col that aren't in FRLG - even your FAQ you just posted agrees. These (lowest stage listed only): Chikorita, Cyndaquil, Totodile, Hoothoot, Chinchou, Mareep, Sudowoodo, Aipom, Sunkern, Girafarig, Pineco, Gligar, Snubull, Shuckle, Teddiursa, Corsola, Houndour, Stantler, Miltank, and Smeargle are in Collosseum but not in FRLG.

But all of these Pokémon are found in Emerald, with Chinchou, Girafarig and Corsola being in Ruby and Sapphire, as well.

Thus proving that Colo was only good for Ho-Oh, and XD was only good for Lugia.

Provided you didn't already have Ruby and Sapphire and didn't want to get both one of those AND Emerald.

Far from it. The Johto starters are elusive in Emerald, as are the legendary beasts in FireRed and LeafGreen, with there being a difficult requirement on getting only one of each trio. Colosseum addresses both problems, while XD addresses one in addition to serving as means of supplementing the handheld versions with version exclusive Pokémon.

It is a pity that there is no combination of up to three games where all 386 (with the possible exception of Celebi and Jirachi, which lack in-game events) are obtainable. Emerald and XD require both FireRed and LeafGreen, or alternatively, LeafGreen and Colosseum. Were there a third game to FireRed and LeafGreen, it would no doubt join Emerald and XD.

In case it is not clear, Chinchou, Girafarig and Corsola can be found in Emerald, so that FireRed, LeafGreen and Emerald alone cover all Johto Pokémon but Celebi. For Hoenn Pokémon, Emerald and XD can serve to replace Ruby and Sapphire (on the other hand, Emerald combined with either Ruby or Sapphire is not sufficient).

I read that you can get Hoothoot in the Safari Zone in Emerald also

I reckon just find people whose games cover your requirements especially from America (the events)
