With TW Togekiss become fast enogh

You obviously didn't read the rules. You need EVs, why each pokemon is on your team, what your strategy is, ect. Otherwise this is clearly only a in-game team.

Anyway, I agree with insomniac. You need EVs, not stats.

Try this Kingdra set:
-Dragon Pulse
-Surf/Hydro Pump
-Draco Meteor
-Hidden Power Electric
Nature: Modest
Item: Choice Specs
EVs: 4 HP/252 SAtk, 252 Spe
