you can basically do it yourself
you need an AR or just downlaod the RNG program

The RNG reporter can only find SIDs if you randomly found a shiny in the wild or chained 10 or so shinies. You can check IVs by doing an IV battle and using Metalkid's IV calculator.
You'll have more luck if you ask around in the hacked section, as they'll most likely have the means to check your SID. Good luck!
