Yes, it's informal. It's an open policy letter from the staff to everyone else. It's not supposed to be stiff, because we want everybody to be not-stiff when interacting with one another.
At the same time, we want it to be clear and easily understood, and if you have any corrections either to clarity or substance (it doesn't cover an area you feel it should,) by all means go to the talk page.
