I believe the battle screenshot is just supposed to be an Alakazam.
 
On the contrary, if you would compare the backsprite of this to Alakazam's backsprite, especially its Gen I back sprite, you can see clear resemblance between the two. In the backsprite, the Pokemon has tall pointed ears and a dome-shaped back with broad shoulders, identical to how the back-side of an Alakazam would look. I believe that the screenshot is just supposed to be a prototype Alakazam backsprite and nothing more.

@The Outrage: I wasn't necessarily 'more interested' in the screenshots, I was just pointing out that it was unlikely to be an unused Pokemon.
 
The scan shows the winners of a Pokemon idea contest, Cometon, which evolves from Doseitan (Dosei is Japanese for Jupiter), and Unlucky, a pun off the Japanese name for Chansey, Lucky.
Cometon was designed by 片岡知子(Tomoko Kataoka), in Tokyo, and Unlucky by 柴崎達也(Tatsuya Shibasaki), in Hokkaido.

Yet coincidentally, one of those fan-made Pokémon look strangely a lot like Shuppet. It makes me wonder if that's where they got the idea.

I'd be more interested in the monster-Chansey

I think the monster-Chansey came from the Pokémon Pocket Monsters manga (the one never released outside of Japan).

Also, it seems that if Game Freak gone ahead and released this game in 1997, then this game would be very similar to Red and Green.
