So why do they always change the format? Oh, haha, silly me, it's to make more money!
 
Not really. It's so that there are no broken combos. For example, if you were to allow cards from Base set, the format would totally be destroyed and games would be won in the first turn. You can't allow for many broken combos to exist, so this is how you stop it.
