Having thought about this rather significantly, I'd like to suggest the creation of a new user class whose powers would specifically include editing protected templates (and perhaps pages).
It would be made up of users having proven themselves as being very capable at wiki-coding as well as being responsible enough to uphold the standards we Bulbapedians uphold on our protected pages.
The main purpose of this class would obviously be to have a trusted group of editors available to modify protected templates. The admins often have better things to worry about than small modifications needing to be made to a template. Also, some admins, though responsible and fair at making executive decisions towards the 'pedia's inner workings, do not have the extensive wiki-coding knowledge necessary to fully modify a template.
These "mechanics" of the wiki would obviously have much less (if any) power or sway in the inner workings of the encyclopedia than adminstrators and the like. The position could also be attributed to deserving users who currently hold even more power. It might also serve as a "stepping stone" for some.
