It's a very odd sort of writing I've never encountered before. There's no punctuation and it flows like a train of thought, jumping from one idea to another without much cohesion. Coupled with the occasional homophone confusion (witch/which), it is possible that this is someone who is using speech recognition to write, and just speaking what they are thinking at that moment.
 
I am trying, but it is extremely difficult for me to decipher/edit what he has written. We'd almost be better off writing the articles from scratch.

If he keeps up this kind of writing after repeated warnings, is a banning acceptable?
 
Well, we'd need to modify policy to allow for "creating more work for editors than use for readers in editing articles"...

It seems as if he understands MediaWiki code syntax... why not English grammar and punctuation?
 
I managed to fix the administrators and grunts articles, and I may get to the scientists one tonight.
