NFE (Non-Fully Evolved) Pokemon that looks Fully Evolved

Although some Pokemon has a clear distinction on whether their potential is matured, some of the other Pokemon aren't as clear-cut. The starter Pokemon, for example, can be easily identified as base forms because they look young. Their fully-evolved forms can also be easily identified as being at their maximum potential. Some of the others might not be so clear. Graveler, for example, could look like it is a fully-evolved Pokemon even though it's not one.

So the question is, which Pokemon looks like a fully evolved Pokemon even though they are not. The exceptions to this rule are Pokemon that are at one point fully-evolved, but later gained an evolution (that are not Mega evolutions).

Excluded added evo's across Gens

Machoke, Dragonair, Grovyle, Loudred, Wailmer, Luxio, Servine, Boldore and I guess that's it.
 
Bayleef might aswell be one. Not as a starter, but as a earlier-route one stage evolution line. Like Gogoat!
 
Vibrava, Gurdurr, Kadabra, Klang, Doublade, Flaafy, Rhyhorn, Drowzee, Haunter, and Graveler all look like they could fully evolved to me.

I don't really understand all the people saying Grovyle. But I guess this is a very subjective question.
 
You know what? When I saw Honedge, I thought and expected it to be fully evolved. Then came Doublade, and I thought the same thing, then came Aegislash. The same goes for Flabebe, Floette, and Florges.

Same for me.

A lot of the starters look like they could be fully evolved too. Combusken, Grovyle and Monferno are good examples. They could fit perfectly as two-stage Pokémon that you find around the time of the 5th gym. And I guess this could apply to all Pokémon that got evolutions after their debut, because they were fully evolved before.
 
Dragonair, definitely (especially given what it evolves into).
Phanpy (if it were bigger).
EDIT: thought of another last night. Vigoroth (also given what it evolves into).

I seem to see pokemon that are Fully-evolved that look like they could possibly evolve again (not counting megas).
I'm looking at Electrode, Dedenne, Dunsparce, Delibird, Chimecho, Basculin, Stunfisk, Illumise and Volbeat (many of whom don't evolve at all).

I wish Krokorok was the final form. Then the boring answer of the likes of Porygon2.
 
Drowzee, Dragonair, Rhyhorn.

Trapinch. My friend said it looked like a standalone pokemon, and refused to believe it evolved into Vibrava.
 
I think Pidgeotto looks quite fully evolved... and probably also because it is basically Pidgeot with shorter hair.

I think Kadabra looks like it evolves from Alakazam.

I don't get all the people saying Dragonair. It looks like a middle-evo to me.
 
Dragonair for sure. Back in the day I was mind boggled that Dragonair evolved into Dragonite.

Other mentions are Kadabra, Charmeleon*, Combusken*, Kirlia, Vigoroth, Gabite*, Dewott*, Gothorita*, Vanillish*, Floette*, Sliggoo.

* = Those all get overdesigned (to some extent) once they are fully evolved, sadly.
 
Honedge. The first time I laid eyes on it, I honestly thought it would be a stand-alone Pokémon (a Pokémon that doesn't belong to an evolutionary line, like Tropius or Absol).
