Night Shade: Power = ?

What is the power of the move Night Shade?
Bulbapedia says Night Shade inflicts damage equal to the user's level, but what that does means?

If the foe is at level 13 it will have the Power = 13?

Nope. The damage Night Shade inflicts is the same as your level. For example, if a level 50 Pokemon used Night Shade, it'll do 50 damage. The same applies for Seismic Toss.

This should've been in the Simple Questions thread.
