The reason these two were put together is due to the fact that they are the most used Dream World Pokemon due to their Dream World-exclusive abilities...

My answers to these are :

Design Wise: Ninetales, You wouldn't exactly expect a fox to be fire type, but you would with a frog. (Minus Croagunk/Toxicroak)

Appeal Wise: Politoed, if this guy were dancing and clapping it's hands, wouldn't it make you feel happy?

Who would win in a battle? Ninetales, I don't know why, though..

Who do you prefer over all? Politoed, It's so cute!

Who would I use the most?: Certainly Politoed with Drizzle, Can't Refuse a good Water Type.

Who would win in a battle with their Dream World ability? Politoed, with the fact that both Water and Fire moves would deal normal damage, and SolarBeam would be weakened, Politoed could defeat Ninetales after a few good water-type moves.

Which Do I think is the best? Politoed.

Hmmm, I guess overall I just prefer Politoed over Ninetails. My names for my Politoed and Ninetails are Swirl and Pixelated.

I always hated Ninetales.
 
I hate Politoed and love Ninetales on just about everything. Politoed is far less cute than Poliwhirl and slow too. :(
 
Ninetales is really cool and not bad at battles either, Politoed I don't mind but isn't like my most favourite, so it's Ninetales this time..
 
Drizzle > Drought, sorry to say. Drizzle is by far the best weather condition and now that it can be used in OU (Kyogre was way too strong,) it tears sh*t up. So much so that they banned the combination of Drizzle!Toed with Swift Swimming Pokemon in Smogon. It was just that awesome.

Drought, on the other hand, trades in the raw power of Drizzle in favor of more diversity (both Fire and Grass types benefit from Drought. Only Water types and the odd Pokemon here and there benefit from Drizzle.) It, however, hits much less hard and is slightly easier to handle. I believe it is slightly above Sand in the weather tier department (due to sand's lack of usable sweepers. You got Tyranitar the summoner, Excadrill, Garchomp and... that's it.)

In a battle, Ninetales would easily win if she can keep the sun up. Let's see Politoed beat her with a now-not-very-effective Water attack. The problem is keeping said sun. Ninetales is faster than Politoed (and in fact, all the perma weather inducers, Kyogre and Groudon included) so if they're both sent at the same time, she'll summon the sun first, then he'll cancel it with his rain, putting her on the backfoot.

So yeah, 9 times out of 10, DrizzleToed will defeat Droughtales.

That said, Ninetales is one of my favorite Fire types of all time (one of the only few I even like, actually) while Politoed is kinda really forgettable, Drizzle notwithstanding.

That's why my vote goes to Ninetales. Besides, she's actually useful for something (albeit outclassed) even without Drought. Politoed is kinda generic (mechanically, not thematically) without Drizzle.

Also? Droughtales is Clorophyll Saur's best friend and anyone that can double my favorite evolved Pokemon's speed just by existing is going to get my vote.
 
A very close contest... I love both of these Pokemon. Ninetales just looks awesome, but Politoed has a very strange appeal to it. I'll have to go with Ninetales, though.

With their Dream-world ability, Politoed, because it's slower, so Drizzle would activate instead of Drought. In a normal battle, tough, Ninetales could set up Sunny day, weakening Politoed's moves, then KO it with Solar Beam.

Ninetales, it was my favorite Pokémon when I was young.

I never used Politoed, but I used Nintales in Emerald, once.

I prefer Nintales, so I'll go with Ninetales.
 
Ninetales ranks among my top favorites so through design and appeal, there's little contest for me. That and I've used Ninetales on my team since gen I so I'm quite familiar with how she battles. Ninetales takes all the categories on my vote.

Before this gen, Ninetales would certainly have it rough against Politoed in type disadvatage and her best trump was Energy Ball.

But now with Drought in play, 1-turn Solar Beam anyone? >;3

That, and now that she combos with either of Leafeon's abilities, I'm happier than ever to have her on my team.

Be prepared for heavy Ninetales bias. Ninetales was my favorite Pokemon as a child.

Ninetales. While I generally prefer Water-types, Ninetales' design and origin are just too cool for me to ignore.

One of the most beautiful and well designed Pokemon ever, and Drought is awesome on her.

Politoed is cute but I prefer his cousin.

I've always loved Ninetails. I don't recall using Politoad in battle before, & it has an okay design.
 
I love both of them, but I have to say I love Politoed's cute design and surprisingly tough battling skills a little more.
 
Like both of them, but Ninetales looks cooler and has a better backstory.
