No Shiny Rock in Kanto

Does anyone remeber the Shaymin event in Diamond, Pearl & Platinum after the player recieves Oak's Letter (Event Item) they then headed out to Route 224 to meet Professor Oak and he said that a rock similar to the one in Sinnoh had been discovered in Kanto.

There was no sign of that rock anywhere in Kanto in HeartGold & SoulSilver. Why has this not been included as it would have been a great way to get Shaymin in HeartGold & SoulSilver.

Who else remembers this event.
