Well, if it is Japanese, L35, untrained, has the moveset Dragonbreath / Water Sport / Refresh / Mist Ball it is probably from a Japanese copy of Heartgold or SoulSilver.
The reason I asked is because Gen III Latias can never be found at less than L40, but in HG/SS Latias can be found at L35.
Angel gave me the Latias and it's untrained, level 35, and has Dragonbreath / Surf / Refresh / Mist Ball. But the name is in English.
