Uh, ex cards already exist...

you are partially correct... the coming set will be releasing PokemonEX (as opposed to the Pokemon-ex you are referring to). While the two game mechanics are similar in name, and how they will played, they are not the same. (Also, the last Pokemon-ex to be released was years ago, so it would be worth noting if they were returning anyway)
 
Ah, I see. My mistake. Still, it sounds like it's the same thing aside from one being in caps and the other being lowercase letters. I don't see the point of it.

Well, it's because of how EX and ex are seen in Japan. One is pronounced "ee-ecks", while the other is pronounced as "ecks". Mechanically, the new EX are very similar to the old ex cards, but this time they're a bit more powerful to match the fact that the Pokemon are more powerful overall in the card game now as opposed to the first time ex was around.

Lv. X cards worked a bit differently from either of these, though. Lv. X needed to "Level Up" from a Pokemon of the same name, while both ex and EX actually act as functional replacements for their non ex/EX counterparts, being able to evolve from the previous stage or being played as a basic outright if it was a basic.
