Old game Pokemon blue

ok this game is starting to irritate me. this place http://guides.ign.com/guides/16708/page_165.html has helped me none because it doesn't explain how you get to the back of the room to grab the card key as both of the ways to get there are blocker by one guy and the other way is blocked by a guy and a portal does anyone know how to get to the key?
