This is going to seem pretty stupid, but I need it for a fanfic.

Are the Orange Islands considered a region onto themselves, or are they a part of another region?

I've always considered them their own region, maybe even their own country. Look at the uniforms Jenny and Joy wear - they're different. The uniforms Jenny wears at least must be state-issued, so I'm guessing they aren't under the same government as Kanto, Jouto, etc.

I think it's its own region, too. It really doesn't look like part of any other region at all.

I'd say they're huge, bigger than Kanto, Johto, and Hoenn combined, judging from these maps. (Gosh, I need to resize them.)

I'd consider it a new region. There just aren't any "native" Pokemon there. It has its own Gyms and its own league, just like all the other regions have. Its not like you can use a Kanto Gym badge to get into the Orange league, its totally seperate.

Also, Officer Jenny wearing a different outfit is a weak argument, as Jenny wore different clothes in La Rouse city as well, and that was in Hoenn.
