Either Drapion or Ursaring, both of them are beasts. Electivire comes in a close third, I really don't think it is stronger than Drapion and Ursaring. In all fairness, most of Paul's Pokémon are very strong, so... Anyway, I don't recall Paul owning a Hariyama, in which episode it appears?
It's stated outright (in the Japanese version, anyway) that Torterra is Paul's strongest Pokemon. That would make sense, seeing as it's his first and unlike Ash, Paul clearly knows how to use a Torterra in battle. I wish it was shown off a bit more often, rather than Electivire hogging so much of the limelight - and while I think Electivire is up there in power, I like to see Electivire as Paul's "pet project" for the region to justify all that unneeded screentime. Ursaring was a total murderbeast as demonstrated when it debuted and in every appearance since, but it's clearly built for brute force. To me, I saw Torterra as the type who could take damage just as well as it could dish it out - and THAT was the true nature of Paul's battling style. Despite the limited screentime, I think Nidoking is noteworthy solely because it was the only Pokemon that held its own well in the battle against Brandon (which Brandon himself noted, unlike with the other five Paul used against him).
And Drapion, of course... though I personally believe that Drapion is Reggie's that was given to Paul after Reggie retired from being a trainer.That's the only way I justify how a Pokemon of Paul's we literally never saw before until now was shown to be so overwhelmingly powerful. So technically I disqualify Drapion on those grounds!
Either way, I believe his Torterra is still the best. That's what Paul really should've used against Infernape in the League(with an Earthquake move if Earthquake wasn't a banned move from the anime...)
Super effective moves do not help against plot armor.
