Phione in the pokemon power bracket

The pokemon power bracket on pokemon.com has all the legendary pokemon(sans the legendary birds) in it. But Phione is on it too, does this mean that game freak is considering Phione a legendary? what do you think?

i'm not sure, but i'm leaning toward yes.

I think Game Freak just can't make up its damn mind. :I

It's totally not a legendary. It can breed and create more of itself, for one. And two, the stats aren't very good, and all other legendaries have pretty impressive stats.

I dont think Phione is really a legendary, at least not like Manaphy is, though Game Freak seems to be considering it a legendary currently.

i can understand why some people would group those in with legendaries, they have abilities like legendaries
